Agents accuse illegal alien of kidnap, rape of preteen girl

An arrest warrant obtained by state Alcohol Law Enforcement agents early Saturday charged Victor Yanez Arroyo and said the incident happened between Nov. 10 and 14. He was taken into custody late Friday, records showed. Eric Kipkemei Chirchir A Kenyan marathon runner inappropriately touched a 15-year-old girl in a locker room and then ran five miles to his house after he was confronted by police. Eric Kipkemei Chirchir, 31, is charged with criminal sexual contact, obstruction of justice, resisting arrest and eluding police. The victim had entered the women's locker room of the Bogota Golf Center. While there, Chirchir, an employee of the golf center, entered the room and touched her in an inappropriate sexual manner. The girl managed to escape and call police. When police arrived at the golf center, Chirchir bolted past them. He ran approximately five miles to his house leaving his bicycle and bag behind. "This is one of the world's elite marathon runners." Police found Chirchir hiding in the closet of his six-year-old daughter's bedroom. He was arrested when he walked into the Clackamas County Courthouse on Thursday on a federal warrant for illegally re-entering the country. Aguirre pleaded guilty to driving under the influence in August and agreed to enter a diversion program. His blood-alcohol level was .12. He’s been living at the Augustana Lutheran Church in Northeast Portland since September after Immigration and Customs Enforcement agents showed up at his house in Fairview to arrest him. Mexican Man Accused of Raping University of Delaware Student
Candido TepozA man is accused of raping a University of Delaware student on Halloween. Authorities identified 28-year-old Candido Tepoz as the suspect after an investigation led police to the vehicle where the 19-year-old student said the sexual assault occurred. The student told police a man offered her a ride home and then sexually assaulted her inside a vehicle before dropping her off at a residence hall. Tepoz, who is originally from Mexico but currently living in the Newark, Delaware area, was found during a traffic stop. U.S. Immigration and Customs Enforcement agents confirmed Saturday night that the suspect in the murder of two California deputies is a twice-deported illegal immigrant. The suspect, Luis Enrique Monroy-Bracamonte, now has an immigration detainer against him. It calls for him to be transferred to federal custody after this case has been decided so the federal government can pursue deportation, although that clearly hasn’t worked twice. The suspect was arrested and deported in 1997 for illegal drug possession and again four years later for an undisclosed offense, reported the Sacramento Bee. Monroy-Bracamonte gave authorities the fictitious identity of Marcelo Marquez, 34, of Salt Lake City. It was through fingerprints that authorities determined his true identity. “The fingerprints were the basis for our request for an immigration detainer,” ICE spokeswoman Virginia Kice told The Associated Press. Photos on the “Beltran” Facebook page match those of the suspected killer. In one of the photos, a “Mexican Pride” tattoo is seen on his belly and a Sinaloa tattoo on his chest, indicating that he is from Culiacán, Sinaloa. In another photo he is wearing an evil-looking clown mask. He has been charged with two counts of murder, attempted murder and carjacking. The 47-year-old father of two never made it to the driver’s window Friday. At about 10:30 a.m., a man armed with an AR-15 rifle aimed out of the car from the parking lot of a Motel 6 at Arden Way and Ethan Way and opened fire, killing Oliver with a shot to the forehead. Over the next six hours, authorities say, 34-year-old gunman Marcelo Marquez eluded hundreds of officers from Sacramento to Auburn in a crime spree that left Oliver and Placer County sheriff’s Detective Michael David Davis Jr. dead. A third Placer deputy, Jeff Davis, was wounded and later treated and released from a hospital. A motorist was in serious condition from a gunshot to the head.

Police say the victim told officers Arevalo touched her inappropriately at a home in Kanawha City. According to the criminal complaint, police say they ran a criminal history on him and discovered he was in the United States illegally. Miguel EscalonA man wanted in connection to a fatal throat slashing inside an Upper Darby bar is now in custody. Miguel Escalon, 23, was arrested early Saturday morning and charged in the death of Wilson Aquirre. On October 9, Escalon allegedly slashed Aquirre's throat during a fight inside La Cantina Bar on the 6800 block of Market Street in Upper Darby. Aquirre died from his injuries four days later. He stood accused of sexually touching the girl at a friend’s house on Oct. 12, 2013.
